I'm glad the bad guy got the justice he deserved, but how did that cop know who he was shooting at? How did he know it wasn't someone in the gym who escaped and was trying to get away?

The rifle, dress shoes and slacks were clues.
(Also, they had identified the suspect on cameras from inside the building. Other police told this police officer to position himself there and that the shooter was exiting the building.)
Other than that, no idea how they did it.
