Not really. The current issue is a collection issue, not a taxation issue. The businesses who have mainly benefitted from sales tax exclusions are not the same businesses that are having to collect and remit the tax.
You are correct in asserting that our system is overly complex, and the more complex the system, the more loopholes and exclusions found in that system. And I won't deny that LABI has pushed for some of those exemptions.
Ideally, we would blow up the entire sales tax regime and start over, make it more simple AND consolidate under single filing. Sadly there is not the political will right now for that.
And as far as pro-business vs anti-business... again... all of these tax breaks are a result of a system that has grown increasingly complex. I'd blame LABI less for that and blame more of the single-industry lobbyists for that (I'm looking at you, LMOGA)

Sure the filing is not that bad. But each parish might have their version what the law says is owed. And then there is the nightmarish auditing process. This is huge problem for any retail business of any size.

Good. The government can learn to get by on less and cut unnecessary bullshite spending.
One of the literal largest reasons for revolution and founding principles of this country is no taxation without representation and a smaller federal government along with larger individual freedoms

I'm all for lower taxes and lower spending... but what happens here is the people who follow the rules will get penalized while the "rebels" get benefits.

We’re on the same page. The problem lies in the administrative nightmare of sorting out what someone owes between state and local sales tax rather than the physical act of filing. Much of that can be cleaned up through a complete overhaul and harmonization of applicable state / local taxes.
If I was made dictator, we would shift all taxes to the constitution and axe over 75% of them. That way, it makes it much more difficult to enact / remove exclusions or exemptions. I’d remove the current distinguishing features of exclusion v exemption from tax. Finally, I don’t know exactly what it would look like but I would implement some sort of credit for reinvestment into the local area of the business. For example, a plant in EBR could touch up some roads there and receive a $2 tax credit for every $1 invested into the local community.

We need a slim, simple constitution. In fact, I would not have any tax policy in there at all.

The plaintiffs should win. How many businesses are arranging their affairs to avoid this ridiculous regulatory scheme? This is another example of Louisiana costing itself a fortune in not only tax revenues, but goods and services and economic development potential. All because of narrow minded politicians.
