I stand corrected. But that's odd phrasing. Usually it's non lethal. Not "less" lethal.

Every weapon has some degree of lethality. A taser can cause a person to go into cardiac arrest, or sustain severe head trauma if he lands wrong. Tear gas has been known to suffocate people with respiratory disorders. I believe an IRA protester died from cardiac arrest or internal bleeding at least once from a rubber bullet.
