Oh I know for a fact there is.
Try getting an explanation of what is covered by the “other” column for exemptions on sales tax. It’s a black hole of protections cut out for various favored interests.

Pretty sure the threshold on tax bills is a 2/3 majority.
That means a caucus refusing to vote for a bill out of hand makes it that much harder.
2/3 of 105 is 70.
If the Black Caucus refuses out of hand, that means you are having to try and get 70 votes out of 90-95 seats rather than 105.
It makes the margin for error extremely thin
Absolutely. The Black Caucus used their power to screw up a lot. Not saying they did not. But I'm also saying, everyone else could have done a lot more to cut spending on pork projects in their districts.
Most of the Legislature wasn't really interested in that, though. The Black Caucus wanted a mix of cuts and tax changes.

It's odd how we were talking about Roemer and his approach, when he was governor he set about trying to stop all of the Constitutionally mandated spending and actually repealed about 100 of them. When Edwards won in 1991 all of that was reversed.
Think about the growth of budgetary spending for example in the following from 05-15
Lt Gov office ( Dept of Culcha, recreation and Tourism)
40K dedicated Revenue in 2005 - 10 million by 2015
Attorney General's office
6.6 million in 2005 - 22 million in 2015
Wildlife and Fisheries
62 million in 2005 - 118 million in 2015
Debt service on higher Ed
9 million in 2005 - 39 million in 2015
Legislative Auditor's Office
16 million in 2005 - 35 million in 2015
That's just a sampling

I think Lafayette has more to worry about than University Hospital since JBE and his band of trial lawyers has run the oil industry out of the state, perhaps for good.

Whats the real situation?
It's fear mongering by the state democrats because the republican house stood their ground and didn't raise taxes.
Nothing will be shut down and no one will get evicted.
the money will be found.
There is a reason the fiscal cliff has dropped from $1 billion 9 months ago to $500 million now and it's going to drop some more.

Since everyone wants the oil field to fail why is no one excited about hospital getting laid off
