Criminal District Court isn’t a city court. You don’t understand what you are talking about. You and the other suicidal communists thought it would be cute to elect an actual criminal to run the criminal clerk of court. The ultimate goal of your spiritual leader George Soros. Unfortunately, you forgot that this governmental office is a creature of state statute. The republican governmental process worked. You just don’t like it. Tough luck though.

Only certain kinds of criminals are ok to be elected to hold public office. Namely, if they claim right tribe.

Knowing where we live, and how Orleans Parish and the state have operated historically I think it’s reasonable to guess that the having separate clerks, meant 2 staffs with which to use to provide patronage. Certainly that’s why Orleans had criminal and civil sheriffs in the past.
Perhaps the better question is why should New Orleans have separate clerks. Jefferson Parish, as an example has a larger population (by around 60k) and 6 municipalities (vice 1).
This seems like an issue that with a little macro level perspective is relegated to more of a question of not why is the consolidation being done, and more a question of why did consolidation take so long.

That can't be legally done without some massive legislation. Here's how that process might look:
1. The New Orleans City Council or a citizen petition would place a referendum on the local ballot.
2. Voters would have to approve amending the city's Home Rule Charter to explicitly seek statehood.
3. Both chambers of the state legislature would need to pass a concurrent resolution or bill approving the departure of Orleans Parish by a two-thirds supermajority.
4. A majority of the voters in the state would have to approve the bill (probably being an amendment as this would impact the states geographic boundaries and various voting districts).
5. Congress would have to pass an Enabling Act authorizing New Orleans to frame a new constitution for itself.
6. New Orleans would then have to hold a constitutional convention to draft a foundational legal document establishing a republican form of government, a state judiciary, and a legislative body.
7. Both the U.S. House of Representatives and the U.S. Senate must pass the Act of Admission by a simple majority.
8. The sitting President would have to sign the Act into law.
While a petition could happen, you may even get the Home Rule Charter amended (it's been amended before), having success with the third point is about as likely as finding a planet made of cheese.
