I had to look this up. He was the top prosecutor of the UK (director of public prosecutions (DPP)) during the time period (I think he stopped in 2013), so he has some culpability from that angle, THEORETICALLY.

Gallows pole for all. I just don't know the names of the previous Directors of Public Prosecutions.
I do know his name though, and despite the fact that he facilitated the rape of thousands of British girls, he is somehow the leader of their overwhelming majority party.

Theoretically? In 2009, he declined to prosecute the Rochdale perpetrators. Two years later a regional prosecutor ignored him and secured 9 convictions for the rape of 47 girls. His office ignored complaints for years.
It's officially estimated that there are 1400 victims around the country, including a number who have been imprisoned or seen family members imprisoned for reporting the crimes. Starmer's office agreed with CPS and took the stance that any girl above the age of puberty, EVEN BELOW THE AGE OF CONSENT, should be allowed to continue having sex with their rapists, as long as they "were perceived to understand dangers". It was one of his last acts in office to finally direct prosecutors to not ignore child rape victims.

it's been talked about for decades at this point. I think that there was a recent article that basically laid out how the prosecutors and media were told to hide it for the sake of Islamaphobia and the telegraph brought forward whistleblowers or quotes that proved the government was letting it slide.

You can read about it in the Guardian. They're slanted toward Labour and try to reduce his role, but he was the man in charge. The trial transcripts showing the behavior that he declined to prosecute (in the first post) are vile.
