Article is pretty fairly written, but those two quoted statements contradict each other. If they were sitting down to eat, they weren't violating any rules by not wearing masks.

If she had sipped out of that coffee prior to throwing on the diner, she should be charged with an attempt to spread pathogens. Who is to say she's not COVID positive and that her action wouldn't further the spread of the disease?
