Okay, who’s taking her out of context here? The OP, or you?
Here is what she actually said:
“I will say what we have all been saying and I will say again and again: The U.S. stands firmly WITH THE UKRANIAN PEOPLE in defense of the NATO alliance.”
Now what in the world could she mean other than implying that Ukraine is part of NATO? How does a country stand with another country in defense of an alliance, without the assumption that that nation is part of the alliance?
