I don’t know why Roberts isn’t swearing her in, but the Chief Justice doesn’t always do it (though they usually do). Justice Kennedy swore in Justice Gorsuch (Gorsuch had clerked for Kennedy).

The designation of Chief Justice is at the pleasure of the POTUS so I would very much like to see President Trump take that title from Roberts and award it to someone much more deserving like Thomas.
