They can say whatever they want 3 blocks away from the courthouse.

At what point does the judge call a halt to the proceedings, and declare a hung jury? How much time is the jury allotted for deliberations?

This judge is nothing if not experienced. He knows this jury is hung already. If he thought they could reach a verdict, they would be working into the evening, every evening.
