My theory is Trump was glad the lower judge ruled to provide SNAP. He doesn't like the thought of losing support from low income people no matter insignificant. He also doesn't actually GAF about spending.
Ketanji realizes this and wanted to toss the ball back to trump to make him back to being the bad guy.

The admin has done a few 180s already on SNAP, coming out yesterday PRIOR to this stay saying they would pay out. The question was if they flip flopped again (for the 3rd or 4th time) now that the stay was in place.
