Malaysia is a good test case on how this doesn't work.
The Malay (Muslims) are lazy and stupid. The minority Chinese and Indians are hard working and intelligent.

For years they all were equal opportunity. The Chinese and Indians became rich and the Muslims stayed poor. So, they went into a decades long 'Equality of Outcome' program since the Muslims ran the govt.

After enough people died in airplane crashes with stupid Muslim pilots and in surgeries with stupid Muslim doctors they decided it was impossible to make them equal and they scaled back their aff action programs significantly.

It’s a lot easier to deal with your own neck of the woods than thousands of miles away in another state.
