They have been spewing this same “alternative definition” of racism for 20+ years in an attempt to make them immune from being racists and to play the victim card.
I remember 20 years ago when I was in college I had to sit through some seminar for some reason with a group of speakers who were all black. They claimed the definition of racism is “racism + power” and therefore they could not be racists since they don’t have any power. Give me a break. Point being, this tactic is nothing new.

They lack institutional power? Are there no black mayors, state politicians, senators, representatives, CEOs and a former president? That slide should have been laughed at audibly.

The context doesn't matter, the statements and ideas presented on that slide are racist.
