They're going to blow it no matter what they spend it on, the 'win' here is that they're not funding it with current taxpayer money, they're funding climate action, whatever the hell that is, with the windfall from an overfunded pension. Sure, it's stupid, but at least they're not levying a new tax to pay for that crap. Ideally they'd return the surplus to taxpayers, but we know that would never happen.
