No. But they are the elected officials who would have to make peace nor is there anywhere or the means by which to elect a new government being provided by Israel. So absent a government to negotiate with and absent a stated means by which to constitute one that could “surrender” the area and civilians who remain it, by process of elimination the only current option being pursued in total war without possibility of surrender resulting in mass civilian casualties and likely total genocide.
Targeting leadership is a normal part of war. The Allies went after German and Japanese command in WWII, and the U.S. eliminated Al-Qaeda leaders after 9/11. Hamas is not a legitimate government but a terrorist organization that rejects peace and uses civilians as shields.
That is why the only possible end is surrender, not a ceasefire. You cannot negotiate peace with terrorists. Civilians suffer, but lasting peace in Gaza requires the end of Hamas and the rise of alternative governance that can actually negotiate.

There was Jewish migration back to Palestine long before 1947.
What’s your point? Israel exists. It’s a fact. It’s a country of 10 million people that has existed for nearly 80 years. It has a best in class military and also happens to be a nuclear power. There is nothing the U.S. or anyone can do to change that fact. Israel is not going anywhere so the only option is to co-exist. I see one side that has made that effort and one side that has not.

Also calling this genocide doesn’t make sense. Palestinians are Arabs, and Israel already has a large Arab population living as citizens inside Israel. If Israel’s goal were to exterminate Arabs, they would be doing it there too. The war is directed against Hamas as a terrorist group, not against an ethnicity. The aim is to eliminate Hamas so that a different governing authority can replace it. That’s not genocide, that’s war against a terrorist organization.
