My theory is this. I believe things really turned when Trump came and said that we should consider leaving NATO.
And while NATO is a Cold War relic, ALL of our main govt institutions are still designed around the premise that Russia is some big bad threat.
I think most Presidents probably have a love/hate relationship with these agencies. The agencies know they can outlast the elected officials and they don’t really see them as a threat as long as they don’t rock the boat. Trump even questioning the benefit of NATO effectively rocked that boat.
