Is Medicaid 'welfare'?

Today's Shreveport Times Editorial says it is not.
The issue is the current administration floating the idea of allowing states to attach 'work' as a requirement for Medicaid.
The Times says:
"Medicaid is not welfare. It is health insurance. People use it to get medication and care, not to pay rent or buy televisions."
Thoughts?

Healthcare is a commodity just like a tv, so yes, it has welfare attached to it.

in order to be insurance, it seems to me that a minimum requirement is that one must pay into the pool in order to receive payments from the pool

Well, its not free, the hard working American taxpayers are forced to subsidize the coverage for others while incurring huge increases in their own premiums and having their co-payments and deductibles doubled. So if Medicaid recipients can contribute to the cost of their coverage it is worth consideration. However, it would probably be a bureaucratic nightmare to monitor the income and ability to contribute of a population which has inconsistent income and often little or none.

You know if FedGov decides to change the names of welfare by calling none of it welfare then they'll never have to answer complaints about FedGov spending too much on welfare.

Insurance companies pool groups with similar risk factors to form rating classes and determine the premium for their products. When a group/rating class consists of people that don't pay any premium or get a subsidy to pay the premium and the only common risk factor is they're poor, that's welfare.

it is moral welfare in intent but abused in practice. some really need it and deserve it. some suck off of it because they can. welcome to america!

duh. there are plenty of workers who worked hard all their life and have nothing to show for it due to misfortune not due to their fault. hope that does not happen to you. if it does u gonna be glad it is available.
