The only thing that has stopped this from happening already is that Trump wants to leave the Iranian people some semblance of a country to reclaim when this is over. Early on they were begging for his intervention and he wanted to send troops immediately to stop the IRGC from killing the civilians. It all would have happened sooner than this but we didn't have assets in the region.
He's gone just about as "Roman" as one can go sans completely destroying the country and putting civilians in harms way. He isn't going to go that far.
