Similar to normal services.

Not a concert performed like every other concert on a tour.

On the flip side, what could occur in a church and not be considered service? It seems the recurring theme countering my points is this is exclusively up to the. Church to decide. Their building. Their rules. Laws cannot apply to them.

It's only related showing it was a concert like all the others on the tour

The permit revocation is completely irrelevant to whether or not a permit was required at the church
