Just installed a 16 SEER unit over a 14 for this very reason.

I did the math on the benefit to cost on 18 v 14 v 16seer.
My electricity bill was too low to benefit from the upgrade. The payback was essentially the life expectancy of the system.
Factor in, time value of money....
Not worth it.
It buys you more comfort by often using variable compressor... but with multiple systems in my house essentially serving the same purpose, thats a moot point.
It's not worth the premium that may be valuable to a house with just a single unit.

You should be able to change just the evaporator coil attached to the end of the air handler, and keep the air handler/heater itself.

The ozone hole fraud started all of this and its done nothing but cost regular folks tens of thousands of dollars. Magically we never hear about it destroying the world anymore. I haven't seen anything on SEER 14 getting phased out.
Regardless, as long as you stay with the same manufacturer you should be able to replace the inside or outside unit separately. Just check with the manufacturer for compatability.

Talked to a friend yesterday and she had her AC unit replaced.. inside and out.. Don't what ton but I would imagine it was a 4 ton.. Her house is about 1700 SQ ft.. She got a 16 ser and it was $8000... My guy quoted me 2 years ago $6000.. And he is expensive..
