I think many have already left Illinois. Unless there is a purge of the radical left, it's just a matter of time before regions like Southern Illinois and Northern California become their own independent states.

Expecting them to keep pace with their public school peers is a very low bar. Most will test years ahead of grade level. Failing to keep pace is a strong indication that there's no actual home-schooling going on.
