If they are citizens, suspecting doesn’t mean much, you have to have proof of a crime. Perhaps they kept up some appearances until now because they believed that kept them safe from other Iranian loyalists.

I'm pretty sure the Constitution requires probable cause. You don't want to go arrest people unless you have cause to do so. Otherwise, the Courts will drop charges.
