I did not specifically hear of a plan. I learned of the skewed U.S. Treasury bond portfolio that the Trump administration would have to manage this year from Ed Dowd last fall.

The plan is to logically manage the U.S. Treasury portfolio. Janet Yellen frontend loaded the U.S. Treasury portfolio with more than normal short term t-bills that reach maturity this year.

Most of my investment wealth is tied up in private equity investments with a 3-5 timeline.

I do have a 401K that I moved into bond funds over 6 months ago because I thought the stock market was way too toppy. I'm looking to move it back into equities now that everyone is panicking.

I have not lost anything. In fact when everyone was gaining 12-15% for the last 6-8 months I was only gaining ~4.5% in bond funds (which is really good).

You are correct with the current size of the federal government. Not impossible by reducing the size of the federal government.
