Perhaps she wasn't a threat prior to that? If he was involved with trying to get opposition research on an opponent it wouldn't make sense for it to have happened very early in his presidency because the cast of potential candidates would have been speculative at best.

Nobody really thinks she was a sympathetic witness for him. So he counter-punched. That's what he does, for better or worse. But it should be noted that his supporters are fond of him for that attribute.

Of course some bad eggs are going to both slip through and even prosper in such a system.

Or do you think it is somehow feasible to fire literally every single person in government every four/eight years and start over every time?
