Perhaps she wasn't a threat prior to that? If he was involved with trying to get opposition research on an opponent it wouldn't make sense for it to have happened very early in his presidency because the cast of potential candidates would have been speculative at best.

Nobody really thinks she was a sympathetic witness for him. So he counter-punched. That's what he does, for better or worse. But it should be noted that his supporters are fond of him for that attribute.

According to the Office of Personnel Management there’s nearly 1.4 million civilian employees in the executive branch. No human can know and personally vet that many people; therefore at some point you have to rely on recommendations, recommendations of recommendations, recommendations of those recommendations, and so on. Of course some bad eggs are going to both slip through and even prosper in such a system.
