The goobers were so eager to be a part of it that they were pinging every car with blacked out windows in the neighborhood and anyone trying to rely on it was constantly being alerted of presence

Waze is not an app designed and meant to tell people the locations of police. It is an app designed and meant to help people get to their desired location as fast as possible.
