Because those are the highest numbers we have in front of us, what can i possibly in good faith assume we will get to based on no factual information. Even if there is a never-ending population here to choose from finding them will get more difficult at some point.

Thanks that’s the best way I’ve heard it explained. So basically detainers are done by an Admin looking through suspected illegals in jail setting up an ice pickup.

Right. It just depends on the jurisdiction on whether it actually is respected and ends up in an arrest or another just released back into the general public.
Hopefully they find a way to use Fed funding to force compliance in honoring the detainer requests as it would drastically speed things up with very little manpower required since these people are already in custody.

Another great aspect of all of this, most the ones who do plan to stay will be on their best behavior moving forward so they don’t get picked up.

We don't have the budget or the facilities yet to remove large enough numbers of people to get them all out. So, first you get the bad guys out while you work on the funding and the infrastructure with big enough scale for the removal of them all.

The vast majority will self-deport.
They don't want to have any arrest on their record if they decide they want to apply for a work visa later on down the raod.
