The funds come from FUNDS for purposes like this. They were allocated for purposes like this to be used at the discretion of the agencies and the Executive branch.
In addition to the money Congress gave Trump through the spending measure, he is using $600 million from
the Treasury Department's drug forfeiture fund;
Do you know where that money came from and how it is used?
$2.5 billion from the Defense Department's drug interdiction program;
LMAO if you think these funds are not open to be used in the best manner to combat illegal drugs.
and $3.5 billion from a military construction fund.
Again... think before speaking....
These funds are there to use as seen fit for the sole purpose of the fight against illegal drugs, human trafficking, and illegal immigration. The President sees fit to build a big MF'ing WALL with modern tech!

This is such a dumb talking point. They at least had to have been emergencies AT THE TIME they were implemented. If there was never an emergency none of them would have been approved. So that's a REALLY stupid talking point.
