That's the question I asked. Country X is antagonistic towards the US. It's people overwhelmingly support the narrative/notion of bringing the US to its knees. Immigrants from Country X have perpetrated 20 mass casualty attacks in the US.

Religion is not mentioned in any of that.

And my question is, can we ban people from Country X regardless of their religion or whether Country X is monotheist?

He can’t. That would require a law. He can only do it through EOs which can be overturned, ergo not permanent.

Regarding religion, it doesn't speak to what people can do. It says what government can't do.

Now granted, it says "Congress shall make no law...", but SCOTUS will always extend that to the executive branch as well.

Well almost any power (possibly any power) the Executive would have in this area would be given via Congress, so the vicarious nature of executive actions would fall within the statutory authority Congress created.

I do not know what you mean by "total muslim ban" but SCOTUS did not strike down Trump's travel ban in 2017, I highly doubt they will do so in the future.

It did work. SCOTUS upheld Trump's travel ban in 2018 - Trump v. Hawaii

No, it does not apply to foreigners. BUT - family members residing in the U.S. can bring an action based on the treatment of a foreigner. But it is important to note that according to SCOTUS such claims are not entitled to the same level of scrutiny that they would have if the person resided in the US. In other words, the government's actions will almost always prevail as long as there is some rational basis for it - which almost always there is.

Where does the Constitution say we have to accept any immigrants? Who has the power to determine an immigrant's qualifications to enter? Could the President say immigrants are ineligible for any public assistance for 10 years or until naturalized?
