He could offer to let states seceded . We could find out who really believes in their state and way of thinking . It would be best for the country to have multiple far right and left states Secede like Texas , Florida , NY , California ect.

Order MI, WI, GA, PA, AZ, and NV to allow GOP inspectors full access to anything they demand in election review/audit. Ask for Senate hearings. Order states to comply with photo ID requirements in national elections. That would be a start.
