Manufacturing, chemical plants, refineries, steel production all have high demands. Yet tools in this state, who would probably be happy with any of those industries coming in, can’t understand the context of industrial water usage as it pertains to major projects.

Aquifer is definitely used in many if not most chemical plants and refineries in Louisiana, even on the Mississippi and Calcasieu rivers. Dow in Taft LA is limited by USACE limiting additional large pipes over the river. 5 or 6 feet in diameter. Water from wells requires less treatment to be clean enough to use. Water refurned to the river is cleaner than when it was removed, not just silt but ag runoff chemicals.

I absolutely do understand it, I just don't like the way Louisiana does it. The ITEP approval process ensures palms get greased to get the tax abatements. It adds uncertainty from an investment perspective too, since the company investing isn't guaranteed the deferral. Just change the tax code, and ensure the companies are engaged in the repair of the infrastructure they use. Cut out the grift.
