Mississippi, as a state, has made major strides in the past decade under GOP leadership. The state's education ranking has gone from consensus dead last to above the national average. Industry is coming into the state at an incredible pace. The state is about to get rid of its income tax to join places like Florida, Tennessee and Texas.

Despite this, Mississippi is one of just three states (WV and IL) to lose population over the past decade. Young people want what cities have to offer, and Mississippi's only city is a disaster. Jackson led the nation in murder rate last year. There is barely running water. Businesses are shuttered, even in the nice areas. Families with kids can't even consider it because the schools are so bad.

Mississippi has to make a choice with Jackson, or all of this progress is for naught. From my view in the cheap seats, the state has three choices.

1. Takeover the city.

Pros: Probably the quickest way to fix the problems. Appoint conservators that will come in and clean up the problems.

Cons: State leaders are overwhelmingly GOP and white. The race card is going to be played. The state department of education recommended a state takeover of the school system and the last governor would not do it.

2. Allow the city to declare bankruptcy

Pros: Gives the city a fresh start, allows some capital to be freed up to fix pressing issues.

Cons: Many. The tax base of the city is small and shrinking. Not having access to debt would hamper growth opportunities.

3. Allow the city to keep failing and hope the citizenry wakes up

Pros: From an outside perspective, this would give many hope for the future of the city.

Cons: The current mayor won his 2017 election with 92% of the vote. His re-election was only 67%, but turnout was under 15%. Have people already given up?

The current residents of Jackson are not smart enough to fix anything. A state takeover is the only answer. After that, you could shut off state funds, watch it burn down, then start over.

Bankruptcy did wonders for Detroit. They still have some serious problems to deal with but the square mile urban core has gone from a desolate and violent wasteland to a thriving economic center.

Regarding the wake-up method, I dont think that has ever worked on a city. When a city starts to fail, the government inevitably goes to handouts and gravy train policies and too many people have their hand in the cookie jar to "wake up".

Worth noting that whenever any city cleans up its act, the inner ring suburbs usually take a gut punch. About 20 years ago Chicago got tough on organized crime and gangs. This looks great until you consider that Bellwood, Maywood, South Holland, and Cal City all got very bad, very fast. While they're not garden spots that anybody is itching to preserve, thousands of people lost their equity in homes that are now worth a lot less.

White collar jobs are becoming increasingly concentrated in the top 25 or so metros.

Maybe Covid and more remote work will slow this trend some but it's difficult for states like MS or LA to compete with the likes of TX, FL, NC etc because we don't have the same concentration of jobs that are attractive to college grads.

People attempting to answer this are facing the same dilemma Randy Marsh faced on Wheel of Fortune

You can’t fix stupid. And that’s exactly what you have considering the current mayor, his late predecessor / father, and a lot of the people voting for him.

As far as cities in MS go, Biloxi and Hattiesburg are far better.

How do you fix something that refuses to be fixed?? The residents there vote for the same thing time and time again.

It’s another place of who’s in charge is waaaay more important than capability of being in charge.

For now I would focus on moving the capital to a viable location with a functioning city government.

You will never fully “fix” the underlying issues in Jackson anymore than you can in Baltimore or Detroit proper.

It’s like living with an addict, unless they want to fix the problem it’s not getting fixed and the residents would rather live in their current state than have “outsiders” come in and fix them for them.

Longer term id work at the state level to impose reductions in entitlements and use state police to maintain rule of law along with mandatory sentencing to avoid worthless local judges and DAs, but those communities will never fix themselves. We have 60 years of data proving that from every corner of the US.

That is give and take considering the situation.

Byram is a suburb of Jackson which incorporated as not to be annexed by the city. The city responded by getting the county to put a lot of low income apartments in the area as a “frick you” which has dragged Byram down as a result. So the city is already dragging down surrounding areas even without Jackson itself getting fixed.

And this also assumes Flowood, Madison, and other suburbs don’t go hard on law enforcement to keep shite from spreading to their areas.

I was gonna say this. Move the capital to Hattiesburg and let Jackson burn to the ground. Baton Rouge is 10-15 years behind Jackson but the same steps will be needed here. But until Democrats are voted out of large cities they will continue to falter.

Agreed. Our youngest kid has 3 years left of school and my house will be put up for sale the next day. LA isn't going to improve in my lifetime.

1- You need somebody with heart to go in and start a relationship with the people who have been taught DEMOCRATS are the only way.

2- Money will need to be spent on that.

It's that simple. It will take a lot of time and energy. But it can be done.

There are a couple of more options:

1a. The state could take over the city but privatize it,
hire a city manager ,layoff all the city employees
and hire them back as private business employees.
Remove all condemned uninhabited buildings,
commercial and private.

4. Move the state capitol and its associated state
agencies to a complete uninhabited part of the state
and outlaw
the building of an private businesses or residences
within 20 miles of any state building.
