People also have a much different resolve when fighting for their home turf.

Its a huge country with excellent terrain for hiding things, lots of ways to sneak things in and out, etc. Equipment is more mobile now than ever. I bet a cheap Chinese mobile radar site costs almost nothing.

Totally eliminating their ability to fight would require a colossal combined forces effort and a literal sweep of the entire country, massive security efforts, etc.

You cant completely eliminate a regimes ability to fight without eliminating the regime.

To be fair, he also used the term “obliterated”. You can look that definition up and it’s pretty clear.
