How does Comey not get an indictment for lying under oath?

There's video tape 9/28/2016 of him saying under oath, the exoneration letter was not drafted before the FBI interviewed Hilldawg. He handed over what many are claiming to be classified documents to his professor buddy so they could be given to the Enemedia. He was also in the middle of the sham FISA warrants that were used to surveil Team Trump.
