Afghanistan effectively doubled in terms of its population size over the past 20 years. Went from around 20 mil to nearly 40 mil. You would likely have issues regardless, absent US intervention, just due to population growth alone.

They were long considered an ally, but began to move away from the US and into China's orbit in the noughties. It's important because of relatively easy port access through Karachi.

You are also effectively talking about 2 states within Pakistan. The military has its own state, and the civilian government has little say overall. If there is any place where there is as clear a distinction between a 'deep state' security apparatus and everyone else, it is Pakistan.
