How about fines for giving them money? Would a good portion of them stay homeless if they were never given cash to feed their addiction. To be fair, people could still give them food, water, clothes, blankets, etc. It’s too easy for them to beg for money and get enough in a few hours to feed their addiction.
We should also have a tiered system for any and all homeless who want help.
Phase one would be detox and physical recovery. All ailments and physical needs are met to get them in good condition for phase two.
Phase two would be to teach them how to interview for jobs, possibly teach them a trade, some light schooling if they need it, how to find a rental, how to manage money, communication skills, etc.
Phase three would be a halfway house to put what they learn into action. Cheap rent and resources staffed on premise to help them through first 6-12 months. They would then graduate and be sent out to live on their own. Resources would still be available if needed such as a counselor or resource worker.
Instead of giving homeless money, if these same people donated to the above scenario, allowed churches to get involved, mixed in with some government funding to cover the difference, I believe it could work.

A large portion of the homeless are avoiding exactly what you are encouraging. They want no part of what we deem "a normal" societal life. They want total nomadic freedom without constraints. Ownership and productivity have different meanings to them.
"Work" is what they do when they pack up a shopping cart and move around to the next pasture to graze upon. And yes, they are more like cattle than what we would call a functional member of society. Wandering and meandering and grazing like cows or horses in a field.

Very, very few want to resurrect themselves. The homeless population in Asheville is growing by leaps and bounds because city leaders cater to them. When you make it easier to live on the street, then more people will choose to do so.
This ain't rocket science. I'd rather incarcerate them for vagrancy than have them live in a public park. Most are drug addicts who are of NO VALUE WHATSOEVER to society as long as they are on the streets.
I honestly don't have an answer, but I know that catering to them only increases their numbers.

The problem is that the big cities with all of these homeless people don’t have a clue how to fix the issue . The things they try like taxing big corporations only makes more people homeless in the city by chasing away the jobs .
One idea that one of the cities should start is taking over a large old hotel and let them live in it . Have a floor that serves food . If a you can get on a cruise for $50 a day why can’t we house people in large hotel for much cheaper then this . Ultimately it would be the way to go for people on welfare too. It’s saves the government a lot of money , cleans up the streets and opens up a lot of land for development.

I've told this story before on this forum, but it's perfectly appropriate for a re-telling in this thread.
My wife was a flight attendant for 13 years, towards the end of her time doing that particular job she worked the trans-continental flights from JFK to either LA or San Fran. One day from San Fran she sends me a video of what looks like the back of an elderly woman from the mid-point of her torso up. The angle is odd because, although my wife is only 5'2", the angle is downward. At the end of it (maybe a total of 15 seconds) a cop car passes by and keeps on rolling.
My wife informed in follow-up texts that they were waiting at the bus stop and the old woman just decided to drop her pants, squat and take a shite. Right there, middle of a group, cops driving by...

It's a problem for liberal cities that pass laws that exacerbate rather than address/correct the problem. The mayors of conservative cities should start printing brochures about how accommodating Seattle is for the homeless and offering free one way bus tickets to that fine city. Eventually, the homeless will break Seattle and real solutions can be put in place.

You would most likely have to raise taxes to get some government funding and Republicans don't want to spend money on the poor and homeless.
