Arrest them, make them pay it back, charge them with fraud, jail them, then deport them.

A great many ills our Republic faces could simply be remedied by enforcing laws that are on the books.
I've said it another threads, but I think that fraud over a million dollars should be a capital offense. There's a case to be made that that threshold should be lowered to $100,000. The bottom line is that these offenses need to be treated as if it were tax evasion for the full amount laundered, because that's exactly what it was - embezzlement of tax dollars earned by me and you. Those are also tax dollars that would have been seized at the point of a gun, had we not paid those taxes.
That doesn't stop enterprising politico's from finding ways to siphon off tax dollars to enrich themselves. At the end of the day, the real fraud isn't committed by the accounts with no social security numbers - it's the exchanges and the brokers who did this, and profited mightily from it.

I love how they use the data point of millions of people got on insurance because of Obama as a win. But don't mention the fraud and coercion to get those numbers.

Remember when for some "unkown" reason millions of illegals classified as refugees got SSNs instead of ITIN numbers and everyone in the federal govt, both gop and dem never said a word.
Then Musk said its not so much the SSNs but what can be stolen once they get them since for some odd unexplained reason, none of our agencies share data?
Then rougue judges decided the data could not be shared, literally the federal govt could not be allowed to talk to one another?????
Then the states decided they did not have to deliver lists of who they were giving federal money to......not their money.....federal money????

Your point being? You think those clinics billing legally ? Never kicking back ? Minnesota says hi !! There was a bunch of dentists offices years ago in New Orleans bussing in clients and handing money out at front doors while they walked out back door to get back on buses. Not a single checkup preformed, they billed government anyway. This can happen in any city or state

Bottom line - if a red cent of taxpayer dollars are utilized in the subsidy, not only had there better be a SSN attached to the benefits, but it needs to be legally obtained .
