Arrest them, make them pay it back, charge them with fraud, jail them, then deport them.

I wonder if certain states are move likely to have these no SSNs than other states...

A great many ills our Republic faces could simply be remedied by enforcing laws that are on the books.
I've said it another threads, but I think that fraud over a million dollars should be a capital offense. There's a case to be made that that threshold should be lowered to $100,000. The bottom line is that these offenses need to be treated as if it were tax evasion for the full amount laundered, because that's exactly what it was - embezzlement of tax dollars earned by me and you. Those are also tax dollars that would have been seized at the point of a gun, had we not paid those taxes.
That doesn't stop enterprising politico's from finding ways to siphon off tax dollars to enrich themselves. At the end of the day, the real fraud isn't committed by the accounts with no social security numbers - it's the exchanges and the brokers who did this, and profited mightily from it.

I love how they use the data point of millions of people got on insurance because of Obama as a win. But don't mention the fraud and coercion to get those numbers.
