Yes, it doesn't end with leadership. Start there and work as deep as you have to. Division managers, station chiefs, attachés in the St. Dept.
Dig down and purge as much and wherever necessary to remove the bureaucrats who believe they're untouchable and entitled because of their service and experience.
Make sure you get any future Stzroks, Pages, Vinmans, Ciaramellos, Clinesmiths, Neulands, Kents etc...
Includes DOJ too. Focus on cleaning up the bureaucracy. They not elected and difficult to discipline.

None of them will take care of the deep state, but Trump is more likely to take a big chunk out of them for a few reasons (imo.) Trump has a much deeper understanding of how they play and he is far beyond being allowed to ingratiate himself to the swamp rats. I also don't mind that he wouldn't be a candidate 5 minutes after inauguration like everyone else would have to be.
