Yes, if they don't reach a deal then he will vote no. That is a procedural thing that has to happen so he can bring up later on for another vote.

You are mostly right. However, this ridiculous theater has already cost the taxpayers millions as agencies scrambled around today to prepare for a shutdown. It is an incredibly wasteful process.

It has TONS of impact. Yeah WE keep working but everything else shuts down. Meaning we have zero support and people on travel are left in limbo because NONODY is getting freaking paid!! get your facts straight please.
