Im thinking that we should explore the possibility of a poli board trip down there. Id set the rendevouz waypoint at rio de janeiro in support of the newly elected leader supporting Our President but Id be concerned we might lose a couple well meaning but weak willed gentleman to the senoritas there

It's been going on since the 1940's.
The Nazi's basically made it into a location to get technology from aliens and bring it to Europe to help in the war effort.
Once they got mind control technology from the aliens they used it on the local penguins to create their own army in order to protect their secret base. It's pretty much the perfect secret plan. No one would suspect it.
