Cleft lip is an easy fix in surgery. Had a friend with twins and one had a clef but it healed up good and you can barely tell.

Not only should the child be taken away from them, but they should also be required to pay an inordinate amount of child support to this woman or whoever adopt him until the kid turns 25 as well as all medical bills for the same duration.
Finally, they should be barred from ever being able to adopt again.
