I imagine they have their Guard called out... Interstate compacts take time to get rolling and until the Federal Government says they will bear the costs, most governors are scared to take on the financial burden...

every city the size of Asheville will have a disaster preparedness plan in place. Preparing for all different types of natural disasters or terrorist attacks. One that is likely subject to audit by external auditors as part of an annual review process. If they don't know what to do, I'd advise starting there.
I'm a woman and I cringed at the picture of the City's leaders. I don't know what that says about me, maybe I have internalized mysogonistic tendencies, but if I lived in Asheville right now I'd feel a lot better with some burly firemen types in charge of things.
