Those things did not change themselves.
Anybody who writes documents for public consumption knows that dialing back language is routing in revisions.
I personally think the situation with Clinton was bizarre and that Comey's behavior reminded me of Roberts' self serving maneuvering on the ACA in an attempt to preserve the reverence for the Court (Comey did the same for the FBI).
But nonetheless, I can see these changes being something other than a nefarious conspiracy. In all likelihood, it's probably something in between on the level and normal, and conspiratorial and undemocratic. It's probably typical watered down political bullshite.

Obama and his ilk turned the FBI and the Justice Dept into corrupt mafia KGB type organizations.

corrupt FBI, & IRS, Obama's legacy. Wonder what else will we learn? Oh I forgot the DOJ also

No longer a separation of powers and this is a real problem for all Americans. Forget Hillary and Trump for a moment, the politics and stuff going on in the FBI is actually quite a problem for a democracy. This is on a similar level as the IRS targeting conservative groups.
Do we want the FBI, DOJ, IRS, etc... doing this kind of shite?
Exactly.
The Right, Left, and every American should worry about that. This is a real threat to every American.

HOWEVER, given Strzok's off-the-rails partisan predilections and egocentrism, if Strzok was substantially involved in the highly questionable Clinton aide immunity grants, questioning of certain key witnesses with other key witnesses present, then turning around and filing repeated FISA requests based on a Fake Dossier targeting the Trump Campaign, Strzok should be criminally prosecuted.

"...dialing back language..."
He could not come out and say what she did constituted "gross negligence" because that is an element of the federal crime regarding handling secured matter. A prosecutor would not have to prove intent because it can be inferred from a finding of gross negligence. Therefore, he could not make the statement that no reasonable prosecutor would push the case. By changing it to being "careless", he felt free to make the statement he did regarding what a reasonable prosecutor would do. It was much more than "dialing back language".

So it went from a 80% chance to a 25% chance that hostile actors gained access to her server. Does the level of chance of gaining access really matter? The only level that should matter is 0%. She still put national security at risk.
The only thing that had a 0% chance of occurring was a Clinton facing criminal charges.

I announced here from the very beginning that nothing would happen to HRC because the people who run the IC and FBI would never go after a Clinton and in fact would cover up for them.

IMHO none of these bastards are going to pay any price at all for undermining the very foundation on which the USA was built. In fact, when and if the Dems regain sufficient political power, they will be rewarded, unfortunately.
This is why, IMHO, the USA will not exist in 100 to 150 years -- its essential Intel and Law Enforcement components have been politically weaponized and corrupted. IMHO, these agencies will be unable to "cure" themselves from this illness.

Wrong.
That statute was written to explicitly remove intent as a standard for guilt (some accidents can still be criminal). That is why every knowledgeable person watching Comey's press conference were scratching their collective heads when he kept referencing a statute regarding treason which does include the standard of intent. He completely ignored the relevant statute that actually applied and cherry picked one that didnt........one that no serious person ever accused her of committing. This could not have been an honest mistake!!
