seems that by creating a major international story like Sandy Hook, they heavily increase the likelihood of being outed

While the mother can certainly get fricked for allowing this nut kid of hers easy access to a full arsenal of firearms and ammunition, sadly it would have probably been all but impossible for her to "institutionalize" him even if she wanted to do so, given the second statement above.
