Perhaps I'm dense, but why didn't they send them in first?

There was no point. Russia controls everything they want in Ukraine right now. All of that accomplished with the bottom -of-the-barrel troops.

Now with such a large secured area, they can base some elite troops in Ukraine and start executing high precision, high risk targeted missions against high level targets. People will start getting off'd one by one until Ukraine actually gets serious about the peace talks.

This is like when you're playing your little brother or friend in a game and are getting smoked and decide to "now i'm really going to start playing".

Pretty sure they’ve been in Ukraine from the beginning. Some of their BTGs have even withdrawn already.

then why don't they control the capital, as that was their primary objective?

Around Kyiv, several pro-russian Twitter feeds were showing videos of units from their far east with columns of 1960's equipment. I do think they were surprised by the losses they took.. the biggest issue they seem to have had was no central theater commander, which they have now.

They're using tanks for targeted assassinations? Interesting.

Interesting part is the overall commander.

One of the shortcomings of Russian operations is no overall commander to coordinate efforts.

Why would they want Kiev? They're trying to force formal acknowledgement of Crimea, Luhansk, and Donetsk as Russian territories. An actual occupation of Kiev would be a headache that achieves nothing.
