As we get more things like this, sustained tariff implementation, other nations begin paying and increasing production in the US, and root out the fraud that is probably 80% of the federal government spending - folks are going to realize that the dividend talk from Trump isn't just some kind of empty campaign promise.
The United States is the economic engine that drives the whole world and other nations will pay to ride in that slipstream.

Indont understand how they remain at capacity, no shortsge of product, yet market price increases like it has become scarce.

The US took an equity stake into a producer, called NABEP.
As part of the deal, the Trump admin negotiated that the first 20% of the oil they produce at cost, with no markup - $30/bbl
For this first shipment, they later agreed to make it free...upfront for the tribute. But they'll just add its true cost to the subsequent payments.

Why must it be one or the other and not both?

These kinds of things aren't really a proper role for the federal government.
Providing some recompense to US oil companies which suffered loss when Chavez stole their oil production facilities isn't something the US government should be involved in???

It’s not free
We removed the president who was controlling a country that owns its own oil supply Petroleas de Venezuela. This is constitutionally required.
They get paid for the oil that is sold. Maybe it’s at a discount but we don’t know that.
Since we took out their president, it’s opened the doors to some involvement by private companies to come in and rehab their infrastructure- at a cost.
So companies like Exxon etal now havr long-term operating rights or preferential access over portions of the reserves.
This doesnt transfer ownership of the oil—petroleas de Venezuela retains ownership and regulatory authority under the constitution.
Exxon etal gets paid and so does the Venezuelan government.
Nothing is free.

You still believe Venezuela fisherman were out running crab pots in 500 thousand dollar cigarette boats?

That's right.
Learn some basic civics.
