Who brought the suit and how were they determined to have standing?
The lawsuit should have been thrown out for lack of standing. Judge should be sanctioned for hearing the case and for rendering a decision.

The taxpayers, whose money he is spending unconstitutionally.
Or the answer could be Congress, who has the Constitutional authority to apportion taxpayer money and who apportioned this particular taxpayer money to the Department of Homeland Security.

No, he didn’t. He ordered Trump to stop running his ads promoting his agenda paying for it with taxpayer money . And yes, I know they all do this stupid shite but you just can’t be so open introvert about it.
