why should I have to pay extra to make Netflix usable when I already pay for Netflix and for internet?
All bc Netflix and my ISP don't come to an agreement. Consumers lose out big time. Internet in America is already more expensive than in other places providing the same service.

We do not want the government regulating the internet as a utility. They will pick winners and losers in a corrupt way.
What needs to happen next is the local governments need to quit regulation of ISP availability. People are tied to cable providers, for example, because of local agreements with cities or parishes and the provider.
We have always had "throttling". It's nothing new. The more competition we have among ISPs the less it will be an issue. Just 10 years ago all we had available at our office was ATT DSL. Now we have two fiber providers and a cable provider available to us.
No doubt if the government stayed in it the providers would have to supply speeds mandated by bureaucrats and competition would be reduced.

Yes, but only in terms of the content they own/produce.
Amazon and Google are much, MUCH bigger threats on that front.

So you'd rather have the ISP providers pick winners and losers? Good luck with things like Netflix that are a direct competitor.

Absolute hogwash. Do you really think Comcast, AT&T, and Cox are going to let competitors in? The Big Six is furious with YouTube and are trying to turn it into glorified cable like Hulu is.
You’ll have to go through them now if you want any internet startup, and if you don’t meet their message or play by their rules, then you will never have a shot.
