England = 395.

United State = < 90

Moron is basically arguing that if they can provide a given bandwidth 90% of the time, they shouldn't sell THAT.

Yea at work and at home there is still a min QoS that has to be maintained esp when an ISP provides internet to a business.

I do, and ISPs have shown they don't in areas they keep a monopoly.

Nope, throttling data once you use a certain amount and telling people here is your cap and if you bust it we will charge you out the arse are not the same thing.

Tip: the important part is connected vs connectionless traffic.

population density has nothing to do with data caps
