Don't know the whole context of this, but as a statistician
If the cities misreporting or not reporting were heavy hitters...yeah could totally reverse a trend. Or make a trend stronger depending on if the reports were bad data or not (bias could exist in both directions)
ETA: this is why we statisticians have the same rep as lawyers. We can "adjust" pretty effectively when more money is involved...we'll at least in the private sector

Considering the top 25 or so cities are run by Dems, and then the ef bee eye skewed stats in their favor - tells us all we need to know.
Dims are liars. If you don’t report stats then later use those underreported stats that aren’t accurate to pimp your crime going down - it’s all political and not statistically correct.

It’s an obstinate contrarian character he plays on this site to drive engagement. He’s very good in that regard, I’m sure the developers love the traffic he brings. I’ve had 2 exchanges with him where no rules were broken and I got the stop sign and post quality review warning. So yeah, he’s a tattler and because of his engagement numbers, will always get the benefit of the doubt.

You clearly don't understand this simple point.
Massive data collection has corrections. That's what the story you posted, says. That's a nothingburger and is part of the process.
However, that has nothing to do with what you quoted me saying. They didn't leave 0s for those cities who didn't adopt the new system fast enough.
