At least some of the individuals receiving subpoenas were told they were not targets of an investigation, according to at least six sources reached by PennLive, but that they may have information of interest to the FBI. All of the sources had been briefed on the investigative moves in some way, but demanded anonymity in order to discuss them.

The election was stolen by massive and brazen fraud. The FBI want's to make knowing it a Soviet style "crime against the state."
The PA Supreme Court's dems rewrote election law that they didn't have the power to do to open the door to massive election fraud. The eliminated signature matching requirements on registrations for mail in voting. Normally, about 3% of registrations and ballots were rejected due to signatures that didn't match. That alone was more than Biden's margin of victory.
